What POT and CUT are
POT (site coverage percentage) and CUT (land use coefficient) are the planning indicators that determine how much you can build on a plot. POT limits the area occupied at ground level; CUT limits the total gross floor area (all storeys). The maximum values come from the urban planning certificate, which takes them from the PUG or PUZ.
How it is calculated
Maximum building footprint = plot area × POT. Maximum gross floor area = plot area × CUT. For example, on 300 m² with a POT of 40% and a CUT of 1.2, you can occupy 120 m² at ground level and build a total of 360 m². The indicative number of storeys is the gross floor area divided by the footprint, but also depends on the maximum height and setbacks in the urban planning certificate.

How many storeys can I build if I know the CUT?
As a guide, the number of storeys ≈ CUT / (POT/100), meaning the maximum gross floor area divided by the building footprint. This is only an estimate: the actual height regime also depends on the maximum permitted height, setbacks and building line, not just CUT.
What is the difference between building footprint and gross floor area?
The building footprint is the area occupied by the building on the plot (usually the ground-floor area). Gross floor area is the sum of the areas of all storeys (ground floor + upper floors + attic, etc.). POT uses the footprint; CUT uses the gross floor area.
What happens if I exceed POT or CUT?
The project does not comply with planning regulations and will not receive a building permit in that form. Use the “Achieved POT/CUT” mode to check whether what you plan to build falls within the limits in the urban planning certificate.
