- There is no parallel official route for obtaining the land register extract for authentication while the ANCPI process remains blocked.
What happened
Parliament has given final approval to extending the deadline for delivering homes at 9% VAT from 31 July to 30 September 2026. The decision follows the cyber incident at ANCPI, which blocked the land register extracts needed for authentication during the very months when thousands of transactions were due to be completed.
The important distinction for a buyer: Parliament's vote is not yet a law in force. Until promulgation and publication in Monitorul Oficial, the old legal deadline remains. Notary appointments made for early August rely on a timetable that is not yet official.
What changes for a buyer
- Do not cancel notary appointments solely on the basis of the vote: ask for confirmation of promulgation before rescheduling delivery.
- Keep the preliminary contract, proof of the deposit and correspondence with the developer and notary: they show that you are not responsible for the blockage.
- Check that the home and deposit meet the conditions for the reduced rate; the extension waives none of the substantive conditions.
- If the transfer would take place after the deadline without the extension having been promulgated, discuss the VAT-rate implications with the notary before signing.
