ANCPI service status

e-Terra is online for professionals, not the public: access is intended for ANCPI/OCPI staff, notaries, authorised cadastral professionals, court-appointed technical experts and judicial enforcement officers. RTI, MyEterra, the Owners Register, Title Deeds and Geoportal await a phased restart and are not yet open to direct public access. Verifi checked this update on 25 August 2026. Verifi's verification date is distinct from the date of the official ANCPI statement of 20 August 2026.

On 20 August 2026, ANCPI announced that e-Terra's «Payment link» function had been reactivated: an authorised professional or notary can send the beneficiary a unique payment link. The link is intended for the beneficiary specified by the authorised professional or notary and does not turn the public platforms into services open to the general public.

When ANCPI returns

There is now a specific timetable communicated to the profession. UNNPR Circular no. 5026/10.08.2026, based on ANCPI letter no. 5025/10.08.2026, announces 11 August for notaries and OCPI to register the backlog and 12 August for obtaining extracts. The timetable does not constitute confirmation that all public services have returned. The timeline shows how this point was reached:

1. 14 July
   The incident becomes public

   ANCPI announces that its systems are unavailable and initially estimates restoration by the end of the week.

2. 15 July
   The cyberattack is confirmed

   The institution describes the incident as the most extensive technical outage in its history.

3. 17 July
   The initial estimate is abandoned

   ANCPI no longer gives a deadline and confirms that new applications cannot be registered or existing ones processed.

4. 20 July
   Migration to the Government Cloud begins

   Migration is estimated to be completed on 22 July, as a technical milestone. That estimate was subsequently exceeded.

5. 23 July
   The Prime Minister announces a timeframe, not a date

   Bolojan states that operations will resume during the following week, between 27 and 31 July, without an exact deadline.

6. 26 - 27 July
   Work is paused as a precaution, then resumed

   Operations scheduled to finish on 26 July are paused at 03:00 as a precaution and resumed on the morning of 27 July.

7. 27 July
   The government confirms ransomware, without a restart date

   Official statement: attackers encrypted and deleted part of the virtualisation infrastructure, the central cadastral database was not affected, and a firm restart time or date cannot yet be announced. On the same day, Senatul votes to extend the 9% VAT deadline.

8. 29 July
   Parliament adopts the 9% VAT extension

   Camera Deputaților, the deciding chamber, votes with 287 votes in favour to extend the completion deadline to 30 September 2026. The law proceeds to promulgation.

9. 31 July
   The original deadline expires, services still stopped

   The deadline originally set by Law 141/2025. e-Terra remains unavailable, and the extension adopted by Parliament awaits promulgation and publication.

10. 4 August
    Tests identify issues to resolve

    The government announces that a new round of security, functionality and performance tests on e-Terra, carried out by STS, DNSC and Cyberint in the Government Cloud, identified issues requiring correction and retesting. Technical details remain confidential during remediation. Also on 4 August, the president promulgates the law extending 9% VAT.

11. 5 August
    Testing progresses, without a restart date

    The government announces that independent testing by STS, DNSC and Cyberint has completed another assessment round and that “a limited number of technical issues” remain to be corrected before the application is publicly exposed. The system will be restored as soon as all tests and validations are complete. The next public update is promised by Friday, 7 August 2026 at the latest.

12. 6 August
    SRI: weak passwords and unpatched vulnerabilities

    In a statement to Ziarul Financiar, SRI says that no security architecture can protect institutions that use weak passwords and fail to fix known application vulnerabilities. This is the service's first public position on the causes of the attack.

13. 7 August
    The government estimates restoration the following week

    Security, functionality and performance tests are progressing, and e-Terra is expected to become operational during the week of 10–16 August. The government also announces the reopening sequence, protection of application priority, extended deadlines for approximately 94,000 files, and temporary limitations on card payments and access to some PDFs.

14. 10 August
    UNNPR communicates the specific resumption timetable

    UNNPR Circular no. 5026/10.08.2026, based on ANCPI letter no. 5025/10.08.2026, announces 11 August for notaries and OCPI to register the backlog and 12 August for obtaining extracts.

15. 11 August · 15:09
    Phased reopening begins

    Verifi records this milestone as a transition point: the statement on professional access sent directly to recipients did not yet represent reopening to the public.

16. 11 August · 16:06
    e-Terra and SSO enter the professional workflow

    The e-Terra interface displays the ANCPI statement on the phased restart. SSO and authenticated functions must be interpreted according to the professional role, not as a promise of public access.

17. 14 August · 23:49
    Verifi separates technical monitoring from the official statement

    This historical milestone is no longer used as the current status. The official statement of 20 August precisely describes professional access and the public platforms still awaiting restart.

18. 20 August
    ANCPI publishes the official snapshot for six platforms

    e-Terra is online for authorised professional categories, while RTI, MyEterra, the Owners Register, Title Deeds and Geoportal await reopening to the public. e-Terra's “Payment link” function is reactivated for unique links sent to beneficiaries.

How e-Terra reopens and what happens in the first few days

UNNPR Circular no. 5026/10.08.2026 describes a two-stage return and cites ANCPI letter no. 5025/10.08.2026:

1. 11 August: a day dedicated exclusively to notaries and OCPI staff registering deeds and proceedings that could not be submitted while the system was unavailable.
2. 12 August: the system is announced as also available for obtaining land register extracts for authentication and information.

During 11 August, notaries were due to receive an ANCPI link by email to access e-Terra through a Cloudflare-protected channel. This directly communicated professional access does not automatically confirm that ePay, MyEterra or the other public services are working.

What you need to know in practice

• Card payment has a specific route again. On 20 August, ANCPI announced the reactivation of e-Terra's “Payment link” function: authorised professionals and notaries can send the beneficiary a unique link by email or SMS. The function does not automatically reopen the public platforms.
• Payment receipts retain their validity. Payment documents for applications not submitted by 15 July 2026 may be used for registration until 5 September 2026.
• Approximately 94,000 applications were within their deadlines. ANCPI states that their statutory deadlines were extended by internal decision and that it will mobilise staff to process them.
• Some PDFs may be temporarily missing. According to the statement, the documents are not lost and will reappear as the transfer to the Government Cloud is completed.
• The application may respond more slowly. The accumulated workload may temporarily affect speed in the first few days after reopening.
• Support will be available to the public. Each territorial office is expected to have at least one dedicated workstation, and ANCPI announces manuals, videos and a special call centre for difficulties during resumption.

All these measures are announced in the government statement of 7 August 2026. Check the territorial office's instructions before paying or travelling, as practical implementation may vary.

What works and what does not

The official snapshot of 20 August must be read by audience. Verifi checked it on 25 August, and this page does not turn authenticated professional access into a promise of public access:

• e-Terra — online for professionals: e-Terra is online for professionals, not the public: access is intended for ANCPI/OCPI staff, notaries, authorised cadastral professionals, court-appointed technical experts and judicial enforcement officers.
• RTI, MyEterra, the Owners Register, Title Deeds and Geoportal — offline for the public: RTI, MyEterra, the Owners Register, Title Deeds and Geoportal await a phased restart and are not yet open to direct public access.
• Payment link — reactivated: On 20 August 2026, ANCPI announced that e-Terra's «Payment link» function had been reactivated: an authorised professional or notary can send the beneficiary a unique payment link.
• Available for information: the ancpi.ro website and official statements. These do not replace e-Terra and cannot issue an extract.
• Working normally (at Verifi): the notarial valuation grid report, seller and company checks (ANAF, ONRC, BPI), fee calculators and the succession report. They use our own notarial data and public register data, not the affected systems. You can still view satellite imagery and risk layers on the map. Operations that depend on cadastral data resume only after the specific service is confirmed.

In the middle of a transaction? What this means for you

The most visible effect is on signing the sale contract before a notary: authentication requires a fresh land register extract for authentication, issued specifically for the transaction. e-Terra is online for professionals, but access to the e-Terra page or SSO alone does not prove that the specific operation for your file can be completed. Do not schedule signing solely on the basis of a general status: ask the notary to confirm that the service actually works for your file.

If you are at the preliminary contract stage, you have more flexibility: a sale promise can be signed now too. Caution remains essential, however:

• ask for payment of the deposit to be conditional on checking the land register as soon as the system returns;
• do not rely on an old extract supplied by the seller: the legal position may have changed in the meantime;
• if the seller insists on rushing the signing precisely now, when official checks cannot be made, treat this as a warning sign.

Does your transaction have a 9% VAT deadline?

If your transaction depends on this deadline, request written answers to four questions:

• Do I meet all the conditions in Article III?
• Which documents or operations are blocked by e-Terra?
• Can the transfer be authenticated by 30 September, considering that ANCPI services are returning in stages?
• What tax and contractual consequences arise if authentication takes place after the deadline?

Verifi cannot determine individual tax eligibility. Confirm your situation with the notary, developer and, if necessary, a tax adviser. Read the official version of Law 141/2025.

What you can do in the meantime

The waiting days need not be wasted. Everything that does not depend on ANCPI systems can be done now, so your file is ready when they reopen:

• Check the seller: litigation, insolvency, debts, associated companies. These registers are not affected by the incident.
• Find the property's minimum notarial value in the notarial valuation grid: it shows the starting benchmark for fees and a point of comparison for the price.
• View the area's risks on the map: seismic risk, flood risk, nearby industrial activities, monuments and protected-area layers can still be viewed.
• Receive the extract issuance notification: complete the form at the top of the page and we will notify you only when Verifi confirms that extract issuance is working again. The notification is separate from the reopening of the five public platforms; check each platform's status separately.

The cyberattack on ANCPI: what is known

On 14 July 2026, ANCPI announced the failure of its IT systems, and the next day confirmed the cause: a cyberattack, described as the most extensive technical outage in the institution's history. The official investigation established that it was a ransomware attack: attackers encrypted and deleted part of the virtualisation infrastructure hosting the agency's applications. According to the government, the central database of the cadastral system was not affected, and there is no evidence that the attackers accessed these data.

e-Terra is the central system from which all land register extracts in Romania are issued. During the July–August outage, document issuance for the public was not confirmed, and simply accessing the interface was insufficient for a transaction. The official snapshot of 20 August distinguishes access: e-Terra is online for professionals, while public platforms await restart. Cadastral offices, notaries, lawyers and online services do not have an alternative cadastral database. The applications have since been reinstalled in the Government Cloud and are undergoing independent tests by STS, DNSC and Cyberint; the step-by-step sequence is in the timeline above.

On the causes, the only public position from a security institution came on 6 August, when SRI told Ziarul Financiar that no security architecture can protect institutions using weak passwords and failing to fix known application vulnerabilities. ANCPI has not yet published a technical analysis of the incident.
