How we build agricultural land indicators
Asking prices and ANCPI volume are two distinct systems. We publish them together for context without confusing them.
Sistemul 1
Asking prices
The source is the sale offer published under Law 17/2014 on the MADR portal or by the county agricultural directorates. The price per hectare is the total asking price divided by the area offered.
For each county and locality, we calculate p25, the median and p75. The p25-p75 range describes the middle half of the observations after removing clearly erroneous values. Offers with partial or ambiguous ownership shares are excluded from the percentiles until the actual area offered is verified.
Before calculation, we conservatively remove duplicates within the same source and identical offers observed in both RCT and a DAJ feed. We use the land register and cadastral numbers whenever available: any partial identifier published in both feeds must match after normalisation. Only when a field is missing in one feed do we allow matching by the same canonical UAT, ownership share, rounded price and area. A contradiction in the land register or cadastral number, or distinct legal ownership shares, keeps the records separate.
These values are sellers' asking prices, not final transaction prices or valuations of an individual parcel.
Publicare
The n=10 threshold
We publish a county or UAT aggregate only when there are at least 10 eligible priced offers. Below the threshold, we do not show medians or attempt to fill gaps through interpolation.
The public-facing data contains no land register numbers, cadastral identifiers, coordinates, contact details, seller names or offer identifiers. We publish only statistical aggregates.
The availability of a land register number differs between sources and does not determine whether the price per hectare can be calculated. When we report identifier coverage, this means only that the source has published candidate land register and cadastral numbers containing at least one digit; it does not mean verification in the ANCPI system or geometric identification of the parcel. For example, the DAJ Olt feed publishes prices and areas but not the offers' land register numbers.
Prospețime
When we consider a source current
For the national MADR feed, we require a successful run within the last 30 hours. For DAJ sources, which have different publication frequencies, a contribution to the barometer is accepted for no more than 48 hours after the latest successful full crawl and only for offers reconfirmed since that crawl began. An expired DAJ source is removed from the merge without extending the freshness of the RCT feed, and a snapshot that no longer meets these windows is not served as current.
The date shown is the latest available observation in the covered source, not the date on which a property was sold.
Sistemul 2
Monthly ANCPI statistics
The monthly series comes from ANCPI files and retains the agricultural land outside the built-up area category for all 41 counties and București. According to the ANCPI note, the statistics reflect registration applications completed in the relevant month.
A point on the chart represents the number of reported records, not a price, area or parcel identifier. Monthly and annual changes compare volumes from the same series.
Acoperire
Official publication formats
Some counties publish tables or pages that can be processed automatically. Others publish scanned documents, sometimes completed by hand. We state the format factually and do not publish partial totals as though they represented the entire county.
The Counties page shows aggregate availability and source format separately.
