Energy ratings now mean monthly costs. What to check in the certificate before buying

After a year of a fully liberalised market and the end of energy vouchers, bills are paid at full price. The energy performance certificate is no longer just paperwork: it is the only document that tells you how much energy the home you plan to buy uses.

What we know
  • The electricity market for household consumers has been fully liberalised since 1 July 2025, when the price-cap scheme expired.
  • The transitional support of 50 lei per month for vulnerable consumers ended on 31 March 2026.
  • An energy performance certificate is mandatory for sales and lettings under Law 372/2005, updated through the transposition of the European buildings directive, and certificates receive a unique code from the national database managed by MDLPA.

What has actually changed

This is not today's news, but the combined effect of the past twelve months: the price-cap scheme expired on 1 July 2025, bills rose substantially, and from 1 April 2026 even vulnerable consumers no longer receive the monthly voucher. Energy is paid for at full price, from the first leu.

For the property market, this moves the energy rating from paperwork to pricing. Two flats of identical size can have noticeably different annual energy costs, and the difference affects their value: you are buying the future bill as well as the square metres.

Beware of a timing trap too: the certificate requirement for sales or lettings is not new in 2026, as old articles being recirculated suggest; it has been a rule since 2013. The real changes are the updated scale, the unique code that can be checked in the national database, and the European policy direction that will put pressure on poorly rated buildings.

What to check before paying a deposit

  • Ask for the actual energy performance certificate, with the unique code from the MDLPA database, not just the letter in the listing.
  • Read the specific energy consumption in kWh per square metre per year, not just the rating: two homes with the same letter may use different amounts of energy.
  • Ask for the actual bills from the past 12 months; they show how the home performs, rather than a laboratory estimate.
  • For an F or G rating, factor the cost of energy-efficiency improvements into the price negotiations, rather than treating it as «we'll see after moving in».
  • For houses with a gas boiler, ask about the boiler's age and efficiency: it is part of the same monthly bill.
