Asking prices for agricultural land, county by county

Before any sale of agricultural land outside the built-up area, the offer must be published with a price under Law 17/2014. Verifi periodically collects these offers from the MADR portal and county agricultural directorates and aggregates them here: the typical range (p25 - p75), the median and the number of eligible observations, in RON per hectare, by county and locality. These are sellers' asking prices, not transaction prices. The data is open, downloadable in JSON and CSV, and may be cited with a link (CC BY 4.0).

Verifi retains the price changes, status changes and republications it observes in public sources. We are building a pilot that conservatively links these events to the correct parcel. Registration does not guarantee that every parcel has already been resolved, and a removed offer does not mean the land has been sold.

Asking prices by county

The typical range is the p25 - p75 interval: the middle half of the asking prices per hectare in the county, after removing clearly erroneous values. Each county has its own page with a breakdown by locality.

The same county, prices several times apart

There is no single “land price in county X”: asking prices differ severalfold between communes in the same county. That is why the barometer goes down to locality level.

  • In Sălaj, the middle half of offers ranges from 10.000 RON/ha to 100.000 RON/ha, a ratio of 10 times, within the same county (117 eligible observations).
  • In Bistrița-Năsăud, the middle half of offers ranges from 10.435 RON/ha to 100.000 RON/ha, a ratio of 9,6 times, within the same county (77 de eligible observations).
  • In Cluj, the middle half of offers ranges from 32.051 RON/ha to 253.623 RON/ha, a ratio of 7,9 times, within the same county (236 de eligible observations).

How to read the data (methodology)

MADR / Sale offers portal under Law 17/2014 (RCT register), supplemented for a few counties by notices from county agricultural directorates (DAJ). Verifi has collected offers periodically since May 2026. Law 17/2014 requires an offer to sell agricultural land outside the built-up area to be published with a price before the sale, so that pre-emption rights can be exercised.
Asking prices, not transaction prices
The barometer measures the price in published offers: the seller's price intention, by which the seller is generally bound in relation to pre-emption right holders under the Law 17/2014 procedure. The price at which the transaction actually concludes may differ and does not appear in this source. For transaction prices, INS statistics are published annually across 8 development regions, with a delay of more than a year; the barometer is live and locality-level, but measures something different.
Why the p25 - p75 range and error filtering
The price per hectare is calculated from the offer's total price and area. Clearly erroneous values (entry errors, such as prices per square metre entered as prices per hectare) are removed before calculation. Offers with a partial ownership share or an ambiguous share format are excluded from the percentiles until the actual area offered is verified. We publish the p25 - p75 interquartile range and median, not the raw minimum and maximum, which would place a parcel near a town alongside an isolated one.
Publication thresholds
A county appears only with at least10 eligible priced observations; a locality (UAT), only from 10 observations upwards. Below these thresholds, the aggregate would effectively be the price of one or a few sellers, and we never publish individual offers or seller data. Locality names are canonicalised against the official SIRUTA nomenclature, and offers listed under a village name are assigned to the commune.
Coverage and limitations
Not all counties have active offers at every point in time; today we publish structured prices for 37 de județe. The MADR portal may lag a few weeks behind physical notices at local authorities. This is a barometer of current supply, not a statistical index: the data series begins in May 2026, so we do not yet publish year-on-year changes.

What does the agricultural land price barometer show?
The prices per hectare ASKED by sellers for agricultural land outside the built-up area, aggregated by county and locality from sale offers published under Law 17/2014 (the MADR portal and DAJ notices), which Verifi collects periodically. We publish only aggregates: the p25-p75 range, the median and the number of eligible observations, never individual offers or seller data.
Why do you say “asking prices”, not sale prices?
Because that is what they are: the price in the offer the seller publishes at the local authority before the sale, under Law 17/2014. The price at which the transaction actually concludes may differ and does not appear in this source. The only official transaction price statistics, published by INS, are annual, cover 8 development regions and appear with a long delay; the barometer is live, monthly and locality-level, but measures price intentions, not transactions.
How often is the data updated?
Offers are collected through scheduled runs, and aggregates are recalculated after the sources are updated. Each county shows the date of the latest data observation, and outdated data is automatically removed from aggregates.
Why are some counties or localities missing?
We publish a county only if it has at least 10 eligible observations with a usable price, and a locality only from 10 observations upwards, so the median is not effectively the price of one or a few sellers. The absence of an aggregate is explicitly shown.
Can I use the data in articles or analyses?
Yes. The data can be downloaded free of charge in JSON or CSV and cited freely, with attribution to Verifi and a link to this page (CC BY 4.0 licence).
How do I find the minimum notarial value for a specific plot?
The barometer shows market asking prices. The minimum value in the notarial valuation grid, the basis for notarial charges, is calculated specifically for your plot in the Verifi report, at the final price of 99 RON, while the land report also includes comparable prices from the area around the parcel.

The full dataset, covering counties and localities above the publication threshold, can be downloaded in JSON or CSV; each row carries the licence and the clarification that prices are asking prices, not transaction prices.
