Over 6,000 buildings in București are being visually inspected. What a buyer needs to find out

The municipal programme is not a new «red-disc ranking». It is, however, a very specific reason not to treat the absence of a classification as proof that a building is safe.

What we know
  • The programme targets over 6,000 properties in the central and intermediate areas.
  • The visual inspections are scheduled to run until November 2026.
  • The programme aims to prioritise buildings that need in-depth assessments.
What we do not claim
  • A visual inspection alone does not establish the seismic risk class.
  • A building's absence from a public list does not prove that it has been assessed and declared safe.

What happened

Administrația Municipală pentru Consolidarea Clădirilor cu Risc Seismic has announced rapid visual inspections of over 6,000 buildings in the capital's central and intermediate areas. Authorised teams look for signs that may indicate the need for a more detailed technical assessment.

For the property market, the important news is not the striking number. What matters is that a large part of the building stock cannot be properly understood through a binary answer: «has a red disc» or «has no red disc».

What changes for a buyer

  • Search for the building by address, but also check any historical addresses or separate building sections.
  • Ask for the year of construction, assessments, formal records and information on structural alterations, not just a statement from the seller.
  • If the property is not on the lists, find out whether it has been assessed and whether it appears under a different address or identifier.
  • Do not sign a deposit agreement relying solely on the refurbished appearance of the flat or façade.
Methodology noteVerifi provides screening. A technical conclusion about the building can come only from documents and a specialist assessment.

Where Verifi can help

Verifi can match the address with public seismic risk lists and the property's context. The value is not an automatic «safe» or «unsafe» label, but quickly identifying the questions that need to be resolved before a buyer ties up money.
